DOJ sues Penn State over in-state tuition policy for undocumented students

The U.S. Department of Justice is suing Penn State University because the school allows undocumented students living in Pennsylvania to pay in-state tuition costs — a benefit not provided to out-of-state residents who are U.S. citizens.
